Chernihiv is a regional center on the Desna with a population of about 285,000 and a powerful economic structure: timber processing, food industry, textiles, machine building, the musical instruments factory, the agricultural sector, historical tourism around the Chernihiv Detinets and Boldyna Hora. The city is actively developing Chernihiv IT Cluster, has large retail (including Hollywood mall), and local services near Krasna Square, the Alley of Heroes, and Mahistratska Street. In such a diverse market, Google Ads is a channel that delivers a fast sales start without waiting several months for results, as in the case of SEO.
I'm Oleksandr Filyuk, 15+ years in paid search, 130+ ad accounts configured. During this time I've worked with local Chernihiv businesses, with all-Ukraine brands, and with exporters reaching EU and US markets. Each niche has its specifics, and the individual approach is what separates effective advertising from a wasted budget. Below is how I build campaigns for Chernihiv clients.
Before launching any campaign, I conduct a full audit. It includes: analysis of the current account state (if any), analysis of the landing page's readiness to receive traffic (speed, mobile, form, call to action), collection of semantics for your business with Chernihiv geo-modifiers, analysis of 5-7 direct competitors via Auction Insights and my own SERP monitoring, forecast of budget and key metrics (CTR, CPC, CPA) based on niche benchmarks.
Separately, I check analytics readiness: GA4 configured, Google Tag Manager working, CRM integration for tracking lead quality. Without this foundation, launching Google Ads becomes wasteful — you see clicks but don't understand which of them actually become sales. I configure or reconfigure this part from scratch so all signals reach Google Ads correctly for Smart Bidding.
Most budget waste starts with the wrong account structure. When all keywords are dumped into a single campaign without segmentation, the algorithm can't allocate bids effectively, and you can't analyze results by direction. I build the structure on the principle: a separate campaign per major niche, a separate ad group per user intent, separate keywords with three match types (phrase, exact, broad with modifiers), separate ad sets for A/B testing.
For Chernihiv businesses I additionally segment by geography — a separate campaign for Chernihiv city, one for the oblast, one for other Ukrainian regions (if the niche scales), and an English-language one for export. This gives clear visibility into where money works better and lets me redistribute budget across campaigns operatively. The result — month over month I get stronger CPA improvements at the same investment level.
Performance Max is the newest and most powerful campaign type in Google Ads, covering Search, Display, YouTube, Gmail, Discover, Maps simultaneously. The algorithm automatically redistributes budget between placements based on goals (conversions, ROAS, lead count). But automation itself becomes the trap — without correct signals, the algorithm can spend budget on irrelevant traffic, and you see beautiful "conversion" numbers that don't actually bring sales.
For Chernihiv clients I configure Performance Max carefully: custom asset groups for different product categories or services, Google Merchant Center feed for e-commerce (Hollywood mall retail, local stores), quality text and visual assets, audience signals (existing customers, custom segments based on search intent), Search Themes for additional semantic control. Separately I enable asset-group level reports via Google Ads scripts, because the standard interface doesn't show the details. This lets me see exactly which assets and audiences bring real customers.
Modern Google Ads increasingly leans toward automated bidding strategies (Smart Bidding): Maximize Conversions, Target CPA, Target ROAS. They can indeed deliver better results than manual management — but only when the algorithm has enough data and correct signals. I use Smart Bidding for campaigns with sufficient conversion volume (30+ per month), but newly created campaigns in the first 2-3 weeks I run on manual CPC or Maximize Clicks to accumulate data without distortion.
I separately monitor whether the algorithm starts "unlearning" — for example, optimizing toward low-quality conversions (form-fills without further sale). To prevent this, I use offline conversion import from CRM so Google understands real lead quality, not just form-fill events. This is especially important for the B2B segment of Chernihiv manufacturers and exporters, where the deal cycle is long.
Remarketing is the cheapest channel in Google Ads by CPA when set up properly. I build several audience layers: all site visitors (30, 60, 90 days), viewed a specific category or service, added to cart and didn't complete checkout, past customers for cross-sell and up-sell. Each segment gets its own creative and offer. For Chernihiv visitors I often add local context: "Free delivery in Desnianskyi and Novozavodskyi", "Pickup from central Chernihiv".
Separately, I configure dynamic remarketing for e-commerce — a user who viewed a specific vacuum cleaner model sees an ad for that exact model (not a generic banner). This raises CTR and conversion several times over. For B2B I use LinkedIn Ads + Google Ads remarketing in tandem — first we touch the audience via the professional network, then warm them up in Google.
Each of my clients gets a live dashboard where key metrics are displayed in real time: spend, clicks, CTR, CPC, conversions, CPA, ROAS, impression share, ad quality. Each month I send a detailed report with comments: what was done, which hypotheses worked, which didn't, what we plan for next month. No vague phrasing — just numbers and decisions.
If you're planning a long-term strategy, definitely consider combining with SEO. The paid channel gives fast results, but without an organic foundation, customer acquisition cost will always be higher. More about the organic approach — on the SEO in Chernihiv page. The general approach to paid search is described on the Google Ads services page.
